The Parliamentary Assembly highlights the significance of electing highly qualified judges to the European Court of Human Rights through fair and transparent processes. It recommends the Committee of Ministers to consider amending protocol of the European Convention to prevent indefinite extensions of judges' terms beyond one year if successors aren't elected. It suggests revising guidelines and resolutions to refine national selection processes, ensure compliance with best practices, and allow judges to return to or secure prestigious posts after their mandate. Furthermore, it emphasises the need to provide adequate resources to the Advisory Panel of Experts for effective functioning.
