1. The Committee of Ministers acknowledges the concerns raised regarding the non-submission of national reports under the European Social Charter, as highlighted by Ms Albana Vokshi. The Committee recognises that the timely submission of reports is fundamental to ensuring the effective monitoring of compliance with the Charter and maintaining the credibility of its supervisory mechanism. It underlines that, in general, the vast majority of States Parties submit reports on the European Social Charter as required.

2. The Committee of Ministers attaches great importance to upholding Article C of the Charter. Steps have already been taken to remind the relevant States of the necessity of submitting their reports in accordance with the established procedures and timelines. In this regard, States Parties who fail to submit reports may be the subject of a recommendation by the Committee of Ministers on the proposal of the Governmental Committee. Such draft recommendations regarding the non-submission of reports by three States in respect of Conclusions 2025 will be examined by the Committee of Ministers in the autumn.

3. Furthermore, the European Committee of Social Rights and the Governmental Committee will continue to engage constructively with the national authorities concerned, offering guidance and assistance as needed to facilitate their compliance with the reporting obligation.

4. The Committee of Ministers trusts that, through continued dialogue and co-operation, the member States in question will promptly fulfil their obligations, thereby demonstrating their commitment to the values and principles enshrined in the European Social Charter.
