1 Decisions of the Bureau of 26 June 2026 requiring ratification by the Assembly

1.1 Follow-up to the third part-session of 2026 (Strasbourg, 22-26 June 2026)

The Bureau approved the follow-up proposals made by the Secretary General of the Parliamentary Assembly (Appendix 1).

1.2 References and transmissions to committees

The Bureau considered and approved the following references:

  • Fictional justice under occupation: a pseudo-legal system as an instrument of repression, Doc. 16396, motion for a resolution: reference to the Committee on Legal Affairs and Human Rights for report and to the Committee of Equality and Non-Discrimination for opinion;
  • The New Democratic Pact, Terms of reference of the Special Committee on the New Democratic Pact: reference to the Special Committee on the New Democratic Pact for report;
  • Promoting the concept of comprehensive security in Council of Europe member States, Doc. 16403, reference to the Special Committee on the New Democratic Pact to be taken into account in the preparation of the report on The New Democratic Pact;
  • Europe’s energy sovereignty: a strategic path toward security and sustainability, Doc. 16411, motion for a resolution: reference to the Committee on Social Affairs, Health and Sustainable Development for report and to the Committee on Political Affairs and Democracy for opinion;
  • Taking action against sexually transmitted infections, Doc. 16416, motion for a resolution: reference to the Committee on Social Affairs, Health and Sustainable Development for report;
  • Europe, democratic Russian civil society in exile and a democratic future for post-Putin Russia, Doc. 16427, motion for a resolution: reference to the Committee on Political Affairs and Democracy for report;
  • End Israel’s unlawful detention of Palestinian children, Doc. 16433, motion for a resolution: reference to the Committee on Social Affairs, Health and Sustainable Development for report and to the Committee on Legal Affairs and Human Rights for opinion;
  • Protecting the right to education in Gaza, Doc. 16445, motion for a resolution: reference to the Committee on Culture, Science, Education and Media for report.

1.3 Election observation

1.3.1 Palestine: parliamentary elections (1st November 2026)

The Bureau decided, subject to security conditions, to observe these elections and to set up an ad hoc committee composed of 20 members (SOC-7; EPP/CD-5; ECPA-4; ALDE-3; UEL-1).

1.4 Anticipation Summit 2026 (Geneva, Switzerland, 14-15 October)

The Bureau decided to set up an ad hoc committee of the Bureau to participate in this event, composed of two members of the following committees: Committee on Political Affairs and Democracy, Committee on Legal Affairs and Human Rights, Committee on Social Affairs, Health and Sustainable Development, Committee on Migration, International Protection and Economic Co-operation, Committee on Culture, Science, Education and Media, Committee on Equality and Non-Discrimination and the Special committee on the New Democratic Pact.

The Assembly is invited to ratify these Bureau decisions.

Appendix – Follow-up to the third part-session of 2026 (Strasbourg, 22-26 June)

Current affairs debate on The functioning of the judicial system and the crackdown on the opposition in Türkiye

  • Follow-up: decided to seize the Monitoring Committee for this issue to be taken into account into the preparation of the report on The honouring of obligations and commitments by Türkiye.

Resolution 2663 (2026) Silencing critical voices in Azerbaijan

  • Follow-up: decided to seize the Committee on Legal Affairs and Human Rights for report on Protecting human rights defenders and independent journalists in Azerbaijan.

Current affairs debate on Migration to Europe

  • Follow-up: decided to seize the Committee of Migration, International Protection and Economic Co-operation for this issue to be taken into account in the preparation of the single report merging the two motions:Council of Europe action to protect the human rights of migrants, asylum-seekers and refugees and The Parliamentary Assembly has to play an active role in the process launched by the Secretary General concerning migration, human rights and security.
