The report condemns the non-participation of Azerbaijan in the Assembly's work, notes the numerous pending judgments from the European Court of Human Rights, and demands Azerbaijan fulfil its human rights obligations. It calls for the immediate release of political prisoners, proper investigation of abuses against journalists, and urges member and observer states to engage diplomatically to secure these releases. The resolution also appeals to international bodies to facilitate asylum for fleeing Azerbaijani activists and to refuse politically motivated extraditions. The Council of Europe Secretary General is urged to demand explanations from Azerbaijan about its laws ensuring Convention compliance, and the Assembly is committed to monitoring Azerbaijan's adherence to democratic norms.
