The role of the OECD in evaluating the impact of artificial intelligence on the future of work

Summary

The Parliamentary Assembly of the Council of Europe, meeting in an enlarged format with delegations from the national parliaments of OECD member states which are not members of the Council of Europe, has adopted a resolution calling for coordinated international action to manage the profound impact of artificial intelligence on the world of work. While acknowledging AI's considerable potential to boost productivity, improve job quality, and enhance public services, the resolution highlights serious concerns about growing inequalities — between countries, regions, firms, and workers — as well as risks to employment, workers' rights, and democratic values. It calls on member states to adopt human-centred, rights-based national AI strategies; strengthen labour protections and social dialogue; invest in education, reskilling, and lifelong learning; safeguard creative industries, journalism, and media pluralism; and ensure that AI in the public sector remains transparent, accountable, and subject to human oversight. Particular attention is drawn to the risks faced by women, young and older workers, migrants, and people with disabilities. The resolution also urges the rapid entry into force of the Council of Europe's Framework Convention on Artificial Intelligence and Human Rights, Democracy and the Rule of Law , and invites the OECD to deepen its research and develop new tools — including regional indicators and a common scorecard — to monitor AI's social and economic impacts, while strengthening co-operation with the Council of Europe to ensure that policy tools and legal standards work in tandem.
