The Assembly,
Considering that almost two years have elapsed since the signature at Rome and Paris, in November, 1950, of the Convention for the Protection of Human Rights and Fundamental Freedoms,
Considering, further, that a Protocol to this Convention was signed on 20th March, 1952, at Paris, by the Ministers for Foreign Affairs of all the Member States of the Council of Europe,
Considering, moreover, that by the terms of Article 66 of the Convention, the implementation of its provisions is dependent upon " the deposit of 10 instruments of ratification " and that so far only five Member States have made this deposit,
Considering that in these circumstances it is highly important that further ratifications be deposited with all speed, so as to ensure the implementation of a Convention fulfilling one of the essential aims as defined in the Statute of the Council of Europe,
Decides again to include in its Agenda the following question :
"Measures for the fulfilment of the declared aim of the Council of Europe in accordance with Article 1 of the Statute in regard to the maintenance and further realisation of human rights and fundamental freedoms ",
With a view to requesting the Committee of Ministers to invite those Governments which have not as yet deposited the instruments of ratification of the Convention for the Protection of Human Rights and Fundamental Freedoms with the Secretariat-General, to take all necessary steps that this may be done at the earliest possible moment.
