The Assembly,
Considering that Article 1 of the Statute of the Council of Europe stipulates that the aim of the Council of Europe is to facilitate social progress among its Members and that this aim is to be pursued through the organs of the Council by the adoption of common action in social matters;
Requesting that the best therapeutic methods available in the various member countries should be made available to war-cripples;
Considering that such measures are capable of contributing largely to the spread of the European idea among the nations;
Decides to include the following item in its Agenda :
"Exchange of war-cripples in order that they may benefit by therapeutic methods in the different member countries of the Council of Europe ",
and to instruct its Secretariat-General to submit a report to it on such exchanges as at present exist between member countries and to examine the possibility of co-ordinating and amplifying these exchanges through the Council of Europe.
