The Assembly,
Considering that any form of European political and economic organisation will remain insecure until public opinion is imbued with a spirit of solidarity, based on a sense of spiritual and moral fellowship,
Recommends that the Committee of Ministers take all necessary steps to establish a European Information and Education Centre designed to promote and foster a European spirit.
