to ask the Committee of Ministers if it proposes to enquire from Member States which have not made the optional declaration concerning the competence of the European Commission of Human Rights to hear individual petitions whether they will, in accordance with paragraph 2 of Recommendation 52 of September, 1953, reconsider their attitude and make their intentions known in this respect, stating their reasons in the case of a negative answer.
