The Assembly,

Considering that, according to scientific opinion, pollution of the sea by discharge of atomic waste may involve grave dangers for the future;

Acknowledging that, thanks to the precautions now taken, the problem is not of an alarming nature, at least for the present;

Believing it to be nevertheless expedient for Member States to examine the long-term implications of the subject,

Recommends to the Committee of Ministers that it should invite Governments :

a to consider the extent to which the discharge of atomic waste into the sea may render sea water dangerous to health within a comparatively short time;
b to consider jointly what steps may be taken to ward off the clanger which such discharge might entail for coastal populations and submarine life.
