B Explanatory Memorandum by M. KRAFT
1. At the meeting of the Joint Committee on 25th March 1957, the Chairman of the Ministers' Deputies " announced that the Committee of Ministers had decided to propose to the Assembly that both organs should increase their membership of the Joint Committee from 7 to 8."
2. The President of the Assembly agreed in principle with the proposal, but pointed out that it had to be submitted to the Committee of Rules on Procedure.
3. At a meeting held in Strasbourg at the beginning of the first part of the present Session, the Committee on Rules of Procedure gave a favourable opinion.
4. Its opinion was communicated by the President of the Assembly to the Chairman of the Committee of Ministers, and it was agreed that each organ of the Council of Europe should appoint an eighth representative forthwith, subject to the amendment in due course of the texts governing the composition of the Joint Committee.
5. The matter did not call for recourse to urgent procedure to amend Rule 46 during the first part of the Ninth Session, but the text should now be brought into accordance with the new practice without delay. The matter has therefore been placed on the Agenda of the Second Part of the Session.
6. Your Committee unanimously proposes that the above draft Resolution be adopted.
