The Assembly,

Having regard to its Resolution 28 (1953), relating to the promotion of a European policy for assisting German refugees;

Noting the Report of the Committee on non-represented Nations concerning the present situation in the Soviet Zone of Germany;

Considering that the political pressure exercised in that Zone with a view to the systematic destruction of fundamental freedoms has become accentuated during the last few months;

Considering, in particular, that it has become almost impossible for the inhabitants of the area to get into touch with their families living in the Federal Republic of Germany, as witness the 85% reduction, compared with the preceding year, in the traffic between the Soviet Zone and free Germany in 1958;

Considering that this state of affairs has led to a considerable increase in the number of refugees, who now total over 3 million since 1946;

Reminding the European peoples of the seriousness of the situation in the Soviet Zone of Germany;

Insisting that the population of that region should be allowed freely to determine its political fate,

Expresses its solidarity with and sympathy for all those suffering under totalitarian oppression.
