1. The Assembly :

2. Welcomes the first steps contemplated by the Committee of Ministers to rationalise European institutions;

3. Expresses its agreement with the idea of proposing to the Governments concerned the transfer to the Council of Europe of the exercise of the social and cultural competence until now vested in the Western European Union; and

4. Invites the Bureau of the Assembly to take appropriate steps so that Switzerland and Portugal are invited to send Members of their Parliaments to take part in the debates of the Assembly on the Report of the 0. E. E. C. and economic questions.

B Explanatory Memorandum

On the 21st April 1959 the Assembly referred the Communication from the Committee of Ministers relating to its 24th Session (Doc. 987) to the Political Committee.

The Political Committee considered this Communication at a meeting on the 23rd April 1959. The above draft Resolution was unanimously adopted.
