The Assembly,

1. Having regard to the texts relating to the competence of the Assembly in budgetary matters ;
2. Having examined the Council of Europe general accounts for 1980, the last financial year for which accounts were drawn up and discharge given ;
3. Having examined the Council of Europe budget for 1982, as adopted by the Committee of Ministers,
4. Notes that the increase in the Council of Europe ordinary budget for 1982 has been limited to 0.15 % in real terms ;
5. Recalls the organisation's financial obligations, following not only from the implementation of the European conventions, but also from the budgetary constraints imposed by the European Court and Commission of Human Rights, the governments, the Assembly and the Committee of Ministers itself ;
6. Strongly urges the financial authorities of member states to take full account, in the discussions on the 1983 budget, of the assurances which the Chairman of the Committee of Ministers gave the Assembly on 28 April 1982 when speaking of the pioneer role played by the Council of Europe and of the member states' determination to safeguard the principles of human rights, of the rule of law and of parliamentary democracy.
