Improving methods of promoting the European idea in member countries

The Assembly,
Taking note of the Report of the Committee on Cultural and Scientific Questions concerning ways and means of promoting the European idea in member countries;
Believing that the action of the Secretariat-General can achieve the most effective results by informing and influencing the leaders of opinion in each country;
Considering that this Report reveals a need to increase the effectiveness of the Secretariat-General by enabling it to propagate the European idea and not act merely as a Press Bureau;
Considering that the budgetary proposals contained in this Report constitute a reasonable basis for the further development of the information services of the Secretariat-General,
Recommends that the Committee of Ministers :
1 Take into consideration the contents of the Report of the Committee on Cultural and Scientific Questions and ensure that Member Governments make this Report the basis of the information policy to be followed by the Council of Europe ;
2 Issue new instructions in the field of information to the Secretariat-General, whereby it will no longer be forbidden to propagate the European idea; but will be able, inter alia, to draw public attention to the implications of proposals tabled in the Assembly even before they have been adopted ;
3 Approve the publication of a monthly newsletter, printed on the Council of Europe premises so as to reduce costs to a minimum, and containing, among other information, controversial articles by prominent Europeans;
4 Givesympathetic consideration to the possible grant of the budgetary means necessary for the implementationof the proposals embodied in the report of the Committee on Cultural and Scientific Questions.
