1. Recalling its Resolution 787 (1982), on freedom of thought, conscience and religion in Eastern Europe and the CSCE Review Conference, Madrid,

2. Recommends that the Committee of Ministers give consideration to the establishment of a system of common procedure to be adopted by the governments of all member states to draw complaints concerning violations of human rights in all European non-member countries to the attention of the offending governments.
