The Assembly,

Having taken note of the motion for a resolution (Doc. 1510) presented by Mr. Czernetz and others, extending the terms of reference of the Permanent Working Party on relations with national Parliaments;

Having regard to its Resolutions 104, 135 and 198 concerning the setting up, membership, status and terms of reference of its Permanent Working Party on relations with national Parliaments;

Considering that the experience acquired by the Working Party might serve to develop contacts between the Assembly and the public, in particular the press;

Having considered the report on the subject submitted by the Committee on Rules of Procedure,

Decides as follows :

1 In Resolution 104 (1956), the second paragraph of the preamble and paragraphs 1, 3, 4 and 5 shall be amended to read as follows :
Second paragraph of the preamble : "Considering that one of the surest methods of achieving this aim is to improve and develop its relations with the Parliaments and the public of member countries".
Paragraph 1 : "There shall be set up a permanent working party with the general task of maintaining close links between the Consultative Assembly and national Parliaments as well as with the public".
Paragraph 3 :
a " The Working Party shall select texts from among those adopted by the Consultative Assembly for transmission to the national Parliaments.
b After consultation with the Directorate of Press and Information of the Secretariat it shall propose to the President of the Assembly what measures shall be taken to acquaint the public with the Assembly's work.
c Where necessary, it shall decide what funds are required for the translation, printing and distribution of the selected texts".
d Paragraph 4 : "It shall provide the Assembly each year with a general picture of the action taken in the national Parliaments to implement the Assembly's decisions and of the results of the measures taken to keep the public informed of the Assembly's work".
e Paragraph 5 : "After each session of the Assembly, it shall assist the national delegations or their individual members in whatever steps they take to present the results of the Assembly's work to their own Parliaments and to the public".
2 In Rule 40 of the Rules of Procedure of the Assembly, the title of the "Permanent Working Party on relations with national Parliaments" shall be amended to Permanent Working Party on Parliamentary and Public Relations''.
