The Assembly,
1. Having noted the report of its Political Affairs Committee (Doc. 3178),
2. Expresses its concern at the potential or actual threat to diversity in the press, resulting from the sharing of the market by a decreasing number of newspapers or newspaper groups ;
3. Considers that measures of assistance may become increasingly necessary to ensure the diversity of the press and in particular the survival of newspapers meeting important informating needs on a national or local level ;
4. Hopes that the Committee of Experts on Press Concentrations will complete its report as soon as possible, and that this report will be made public ;
5. Instructs its Political Affairs Committee to continue its studies, and to present to it a final report, including more specific measures of assistance, accompanied by an opinion of the Legal Affairs Committee, at a future session.
