1. The Assembly recalls that Article 25.a of the Statute of the Council of Europe was amended in October 1970 to make clear that Representatives and Substitutes of the Parliamentary Assembly must be members of their national parliaments.
2. Following Order No. 309 (1971), the wording and layout of the credentials form referred to in Rule 6, paragraph 1, of the Assembly’s Rules of Procedure were changed so that Representatives’ and Substitutes’ membership of their national parliament was indicated.
3. The Assembly furthermore recalls that regional authorities are represented in the Congress of Local and Regional Authorities of Europe (CLRAE).
4. To avoid any possible doubt about the meaning of Article 25.a of the Statute, the Assembly therefore decides to supplement the first sentence of Rule 6, paragraph 1, of the Rules of Procedure as follows: "The credentials of the Representatives and Substitutes, elected within the national or federal parliament or appointed from among the members of the national or federal parliament,Note shall be sent to the President of the Assembly by the competent authorities of member states, if possible not less than one week before the opening of the session."
