1. The Assembly refers to its Resolution 1227 (2000) on the conflict in the Chechen Republic: recent developments (follow-up to Recommendations 1444 (2000) and 1456 (2000) of the Parliamentary Assembly) adopted on 28 September 2000.
2. The Assembly recommends that the Committee of Ministers:
2.1 monitor the action taken by the Russian Federation in fulfilling its obligations as a signatory party of the European Convention of Human Rights and in response to the Assembly’s recommendations and resolutions;
2.2 monitor closely progress on investigations and prosecutions of those responsible for abuses;
2.3 urge member states, in the absence of meaningful progress, to pursue other avenues of accountability with regard to the Russian Federation, including interstate complaints before the European Court of Human Rights.
