The Parliamentary Assembly of the Council of Europe refers to its Resolution 1399 (2004) on a European strategy for the promotion of sexual and reproductive health and rights and recommends that the Committee of Ministers:
forward this resolution to the governments of member states and request them to take it into account when developing their national strategy for sexual and reproductive health and rights;
design a comprehensive European strategy for the promotion of sexual and reproductive health and rights;
instruct the appropriate committee, namely the European Health Committee, in co-operation with the relevant European partners to:a promote an exchange of experiences between member states on successful national sexual and reproductive health approaches;b promote dialogue on sexual and reproductive health rights in public health policy, and the advancement of these rights from a European human rights perspective and address the development of new technologies in reproductive health;c support the collection of comparable data and the development of indicators regarding sexual and reproductive health;d develop guidelines to assist member states in drafting national sexual and reproductive health strategies.
