1 Decisions
of the Bureau of 22 April 2013 requiring ratification by the Assembly
1.1 Election observations
1.1.1 Early parliamentary
elections in Bulgaria (12 May 2013)
The Bureau approved the composition of the ad hoc committee
to observe these elections (Appendix 1).
1.1.2 Parliamentary elections
in Albania (23 June 2013)
The Bureau decided to observe these elections, constituted
an ad hoc committee for this purpose composed of 32 members: in
accordance with the D’Hondt system, EPP/CD: 11, SOC: 10, ALDE: 4,
EDG: 4, UEL: 1, and the two co-rapporteurs of the Monitoring Committee.

transmissions to committees
The Bureau considered and approved the references and transmissions
to committees (Appendix 2).
1.3 Václav Havel Human
Rights Prize
The Bureau approved the change in “Article 2: Nature” of the
draft Regulations, reading as follows:
“The Prize shall
consist of a sum of sixty thousand euros,
which may be subject to periodic adjustment, a trophy and a diploma
commending the Prizewinner’s outstanding contribution to the cause
of human rights.”
1.4 Composition of
the Monitoring Committee
The Bureau nominated Ms Stella Kyriakides (Cyprus, EPP/CD)
and Mr Joseph O’Reilly (Ireland, EPP/CD) on the basis of proposals
submitted by the group EPP/CD.
The Assembly is invited to ratify
the above proposals made by the Bureau.

2.1.1 Draft agenda
The Bureau updated the draft agenda.
2.2 Election observation
2.2.1 Meeting of the
Chairpersons of Ad Hoc Committees for the observation of elections
(22 January 2013)
The Bureau took note of the conclusions of the meeting.
2.2.2 Presidential election
in Armenia (18 February 2013)
The Bureau approved the final report of the Ad Hoc Committee
in the excused absence of the rapporteur.
2.2.3 Presidential election
in Montenegro (7 April 2013)
The Bureau took note of the press release issued by the Ad
Hoc committee.
2.2.4 Early parliamentary
elections in Bulgaria (12 May 2013)
The Bureau took note of the press release of the pre-electoral
observation mission.
2.2.5 Parliamentary elections
in Albania (23 June 2013)
The Bureau authorised a pre-electoral mission approximately
one month ahead of the elections composed of seven members: one
from each political group and the two co-rapporteurs of the Monitoring
Committee.
2.3 References and
transmissions to committees
The Bureau considered and approved the following extension
of a reference:
- Doc.12595, Motion for a resolution on “The protection of minors
against sectarian influence”, Reference 3776 of 20.06.2011 extended
until 20.12.2013.
2.4 Communications
The Bureau took note of communications by the President of
the Assembly and by the Secretary General and the Deputy Secretary
General of the Council of Europe.
2.5 Institutional representation
of the Parliamentary Assembly in 2013
The Bureau approved the appointment of the following representatives:
- Council on Democratic Elections
of the Venice Commission: Mr Michael McNamara (Ireland, SOC) (AS/Jur)
as substitute;
- European Commission for the Efficiency of Justice (CEPEJ):
Mr Volodymyr Pylypenko (Ukraine, SOC) (AS/Jur) as member.
2.6 Appointment of
Assembly representatives for official activities
The Bureau appointed the following representative:
- Mr Fernand Boden (Luxembourg,
EPP/CD), to attend the NATO Parliamentary Assembly Spring Session
on 17-19 May in Luxembourg (at no cost for the Assembly).
2.7 Meetings elsewhere
than in Strasbourg and Paris
The Bureau approved the following meetings:
- 21-22 May 2013 in London: Committee
on Culture, Science, Education and Media,
- 25 October 2013 in Lisbon: Committee on Culture, Science,
Education and Media.
2.8 Meeting of the
Bureau in Dubrovnik (2 September 2013)
The Bureau took note of the practical information.
