The current Rules of Procedure of the Parliamentary Assembly were adopted by the Parliamentary Assembly 14 years ago (Resolution 1202 (1999) on the general revision of the Rules of Procedure of the Assembly) on the basis of a complete revision process and came into force on 24 January 2000. In the meantime, these revised rules have been amended by various Assembly resolutions.

With the implementation of Resolution 1584 (2007) the Assembly modified the term of office and functions of the President of the Assembly.

The intervening six years have offered us an opportunity of assessing these revisions and upon assessment, we believe that a return to the previous provisions which did not specify the number of terms of office the President of the Assembly could serve might be preferable.

We are reminded that the tradition and practice reaching back to 1959, and from which there was no departure, in fact restricted to three the number of annual mandates an Assembly President could serve. That practice worked well from 1959 to 2008.

We believe that the Assembly should examine the present shortcomings in order to modify its Rules of Procedure in regard to the Mandate of the President of the Parliamentary Assembly.
