Explanatory note

"Awareness-raising measures" about "sects" already received disapproval by the UN Human Rights Committee in 1996 and they are contrary to Recommendation CM/Rec(2010)12 of the Committee of Ministers to member States on judges: independence, efficiency and responsibilities, Articles 22 and 57.
