Arrest of Turkish minor for insulting the President

According to Danish media, a 16 years old Turkish boy has been arrested and is in danger of being sentenced to four years’ imprisonment for having insulted the Turkish President by accusing him of corruption.

Does the Committee of Ministers find such a behavior by the Turkish authorities compliant with the principle of rule of law and consequently with the Turkish commitments to the Council of Europe?
