1. The Parliamentary Assembly, referring
to its Resolution 2104
(2016) “Towards a framework of competences for democratic
citizenship”, welcomes the Council of Europe’s initiative to draw
up a framework of competences for a culture of democracy and intercultural
dialogue and stresses the importance of such an instrument being
established at the international level to assess competences in
this area.
2. The Assembly therefore requests the Committee of Ministers
to respond positively and as quickly as possible to the work undertaken
to prepare the framework of competences and to provide for appropriate follow-up
mechanisms, especially in order to prepare the tools necessary for
the effective implementation of the framework of competences, as
has been done for the Common European Framework of Reference for Languages:
Learning, teaching, assessment (CEFR). These tools could include
for example: guides for different user categories and contexts;
educational materials illustrating the levels of proficiency; guides describing
how to relate examinations to reference levels for the competences
described; and a specific website providing practical resources.
