" The Assembly.

Being of the opinion that works of art and objects possessing a historic interest arc part of the common cultural heritage of humanity and that their destruction would constitute an irreparable loss,

Being of the opinion that in the case of a conflict or an act of agression which might provoke a World War, it would be necessary to deposit in a safe place, from the outbreak of hostilities, all such objects as can be conveniently moved.

1. Requests the Committee on Cultural Questions to study the idea of drafting a Statute for an Organisation, to be created within the Council of Europe, having for its aim the taking of all necessary measures to deposit these objects in safety in protected places chosen beforehand. The Member States of the Council of Europe should make a declaration to this Organisation of the historic treasures which they would like placed under its protection.

2. Requests the Committee on Cultural Questions to submit to them a Draft Recommendation along these lines to the Committee of Ministers. "
