The Assembly believing that, in order to achieve genuine European economic co-operation, it would be desirable to undertake without further delay a study of the pooling of all the basic resources of Europe with a common administration by all the different countries of Europe, requests its Committee on Economic Questions.

a to submit to it at its next session a plan for the European grouping of coal which would include as a part of the goods held in common the coalfields of the Ruhr, to which all European states, including Germany, but not Germany exclusively, should have access.
b to study plans for a European grouping of transport, steel and electricity.
