In the draft resolution, paragraph 14, delete the following words:
“(such as the requirement of Entity voting, a double qualified majority needed for the adoption of all decisions, or the invocation of the Vital National Interest protection clause)”
Entity voting is not an obstacle to legislative reform, but it is a constitutional issue. Changing the requirement would mean changing the Constitution of Bosnia and Herzegovina. Entity voting protects the vital position of each of the peoples of Bosnia and Herzegovina: the procedure is used by Bosniaks, Serbs and Croats alike.
