" The Assembly,
Considering that it is desirable to strengthen the sympathies of young people in regard to the aims of the Council of Europe,
Considering that the exchange of young people between Member States offers a means of spreading the European idea among the youth of the nations of Europe,
Decides :
to instruct its Secretariat-General to submit a Report on such exchanges of scholars, students and teaching staff as are at present in operation between Member States,
to examine the possibilities of co-ordinating and multiplying these exchanges through the Council of Europe. "
