The target countries have been defined mainly based on geographical criteria (central, eastern and south-eastern European countries with enhanced developmental needs at the time of their accession). Some of these countries have since advanced significantly in terms of socio-economic development and have privileged access to funding from the European Union. Adding more economic criteria would render the selection process more objective.
