1. The Parliamentary Assembly refers to its Resolution 2375 (2021) “The arrest and detention of Alexei Navalny in January 2021”.

2. The Assembly welcomes the prioritisation by the Committee of Ministers of its supervision of the execution of the judgment of the European Court of Human Rights in the case of Navalnyye v. Russia. It invites the Committee of Ministers to use all the tools at its disposal, including those under Article 46 of the European Convention on Human Rights (ETS No. 5), to ensure full and prompt execution of this judgment and in particular the immediate release of Mr Navalny.
