"Furthermore, the Summit offers an appropriate opportunity for the Council of Europe to transform its firm political position into tangible practical support for the most pressing initiatives within its area of competence and responsibility. In particular, apart from merely supporting a comprehensive international compensation mechanism, including a register of the damage caused by the Russian aggression and a Compensation Commission, the Council of Europe could play a leading role in the establishment of this mechanism, providing a platform and expertise for its operation. At the Summit, Heads of State and Government could discuss the degree of the Council’s involvement and define a roadmap for its practical contribution to this and other initiatives."
The Summit should become an opportunity to take concrete commitments and demonstrate the Council's relevance and role in defending human rights and democratic values in Europe.
