"In the full recognition of Armenia’s and Azerbaijan’s territorial integrity, the Assembly underlines the need to achieve normalisation of their relations, and to this end, it strongly supports the negotiations on a peace agreement between the two countries to ensure lasting peaceful coexistence, reconciliation, and cooperation in the region. It also strongly encourages both countries to invest all efforts towards the opening of all transport communications in the region, including the route between Azerbaijan and its Nakhchivan region. In the meantime, it urges Azerbaijan to take necessary measures at its disposal to address electricity and gas supply issues without delay or impediment."
Interruptions are not directly related to Azerbaijan. The International Court of Justice rejected the respective claim by Armenia. The amendment serves to reflect this matter. Furthermore, Azerbaijan, with its own resources, repeatedly redressed electricity and gas supply failures to the region which happened as a result of dilapidated infrastructure and severe climate.
