"The Assembly believes that, in the context of the dialogue between the Azerbaijani authorities and ethnic Armenian residents, which should in any case not be detrimental to the Armenians living in Azerbaijan, innovative solutions could be found to protect the rights of the Armenians in Karabakh, within the toolbox provided by the Council of Europe, which includes standards, instruments, and programmes. The Assembly therefore emphasizes the importance of taking full advantage of the existing standards, instruments and programmes related to the enjoyment of minority rights, language and education, cultural heritage, decentralisation and local self-government options.
Instead of peace negotiations being pursued between Armenia and Azerbaijan, protection of rights of ethnic Armenians as persons belonging to national minority is the subject of Azerbaijani authorities dialogue with representatives of this minority. Also, under international law, citizenship is core to addressing the rights of persons belonging to national minorities.
