"The Assembly further notes that Azerbaijan has not yet recognised the Armenian genocide of 1915. The Assembly calls on member States to support the affected Armenian population in light of the States' commitment to prevent a reoccurrence of such crimes, in line with the Convention on the Prevention and Punishment of the Crime of Genocide. The Assembly recalls that the public condoning, denial, trivialisation or justification of the crime of genocide, crimes against humanity, or war crimes as established by international criminal tribunal, and directed against a group of persons or a member of such a group as defined by reference to race, colour, religion, descent or national or ethnic origin (including Roma), sexual orientation, and gender identity, constitute a threat to the values of the Council of Europe. The Assembly invites member States to share their experience in dealing with past historical events in the spirit of the Statute and values of the Council of Europe, in order to prevent such tragic human rights violations from occurring in the future."
