In the draft resolution, paragraph 1, second and third sentences, replace the words "Azerbaijan. It underlines that this entails the responsibility of this country", with the following words:

"Azerbaijan, which in any case can certainly not be misinterpreted and used as a licence for a military operation leading to the mass exodus of Armenians from Nagorno-Karabakh. On the contrary, the Assembly underlines that this entails the responsibility of Azerbaijan"
