The Parliamentary Assembly of the Council of Europe emphasizes the critical need for member States to uphold media freedom and ensure the safety of journalists, as mandated by Article 10 of the European Convention on Human Rights. Despite the establishment of the Council of Europe Platform in 2015 to monitor threats against journalists, incidents of intimidation and violence have increased. The Assembly highlights the importance of the 2023 Declaration from the 4th Summit of Heads of State and Government, reaffirming commitment to media freedom. In support of the newly launched "Journalists Matter" campaign, the Assembly urges member States to create effective national strategies, promote the campaign's implementation, and engage in dialogue to address emerging threats to journalism.
