The Parliamentary Assembly of the Council of Europe has adopted Resolution 2568, emphasising the need for a unified European approach to combat migrant smuggling, which is recognised as a transnational crime that undermines States' sovereignty and endangers vulnerable people. The Assembly advocates for a dual strategy that not only disrupts the profitability of smuggling operations but also enhances access to safe and legal migration pathways. It calls for multidisciplinary co-operation among member States and stresses the importance of protecting the rights of migrants, distinguishing between smuggling and trafficking, and ensuring that humanitarian actions are not criminalised. The Assembly also highlights the necessity for consistent legislation across member States and encourages the harmonisation of norms with European Union standards to safeguard human rights in migration policies.
