The Parliamentary Assembly, in its Recommendation 2287, emphasises the importance of civil society engagement following the Reykjavik Declaration from the 4th Summit of Heads of State and Government of the Council of Europe. It expresses commitment to enhancing transparency and outreach to civil society organisations and national human rights institutions. The Assembly supports the Secretary General’s Roadmap for 2024-2027, which aims to establish a unified code of conduct for civil society. Additionally, it welcomes the Committee of Ministers' decision to develop an implementation plan to ensure meaningful civil society participation by the end of 2024.
