It sets out specific guarantees for funded travel necessary for Assembly and committee work, alongside provisions to uphold fair representation in delegations. The Assembly seeks clarification on parliamentary immunity for members, amending its Rules and Guidelines to enhance understanding of travel categories, judicial procedures, and related immunities. Instances of countries impeding members' rights, such as Azerbaijan's sanctions and politically motivated actions by Russia, are condemned, with the Assembly striving to protect its members from unjust restrictions. It calls on member States to inform the Assembly of domestic immunity provisions, streamline visa processes, and ensure that border authorities respect the privileges extended to Assembly members, fostering cooperation and respect for democratic principles within the framework of the Council of Europe.
