This written declaration does not reflect the position of the Assembly; only of those members that have signed it. It will not be considered further by the Assembly.
We, the undersigned, declare the following:
Recalling the Parliamentary Assembly Resolution 2539 (2024) “Support
for the reconstruction of Ukraine” and Resolution 2598 (2025) “Russian
war of aggression against Ukraine: the need to ensure accountability
and avoid impunity”, we reaffirm shared commitment to a just and
lasting peace.
We condemn the ongoing illegal war of aggression by the Russian
Federation and affirm that it bears full responsibility under international
law and must provide reparations.
We support the lawful confiscation of frozen Russian sovereign
assets as a necessary step toward justice for Ukraine’s victims
and rebuilding its war-torn society.
We call for finalising the creation of a binding international
legal framework, authorising the confiscation and allocation of
such assets – under robust oversight – for Ukraine’s defence, humanitarian
support, reconstruction, and victim compensation.
We urge member States to align domestic legislation with international
norms, support the Register of Damage for Ukraine, and ensure its
outputs guide reparations.
We suggest establishing a dedicated Assembly Core Group on
Asset Confiscation and Accountability, composed of legal, financial,
and human rights experts to guide policy and monitor progress.
We call on the international community, including the Council
of Europe, the European Union, and the G7, to co-ordinate legal
action and diplomatic pressure to end Russian aggression and enforce
accountability.
