In the draft resolution, after paragraph 1, insert the following paragraph:

"The Assembly considers that the threats and actions referred to above must be understood within the broader strategic reorientation of the United States, as formally articulated in its Agency Strategic Plan for 2026–2030. This reorientation prioritises unilateral conceptions of sovereignty, the subordination of multilateral institutions to narrowly defined national interests, and a shift towards power-based approaches that weaken the universality and binding force of international law with direct implications for Europe’s security architecture and the credibility of the rules-based international order."
