In the first Supplementary Report to the 9th Statutory Report of the Committee of Ministers to the Assembly, it is stated that "when the time comes, the Assembly will be invited to express its opinion on the draft Charter, which will be communicated to it by the Committee of Ministers." (Doc. 863, para. 39).
This draft Charter has already been communicated to the Assembly (Doc. 927) for this purpose, and the Committee of Ministers has now requested me to send you, in addition, the conclusions of the Tripartite Conference, which will be found in the attached document (Doc. 976)Note.
The Committee of Ministers will in due course resume its examination of these texts and the drafting of the final text of the Charter in the light of the Assembly's comments.
