No prosecution of the Dutch association Martijn

The Dutch authorities have decided not to prosecute the association Martijn, which openly promotes paedophilia in its statutes, its website and its publications. Eight of its (former) executive officers have been convicted of sex offences.

Article 41, paragraph 3.b) of the Council of Europe Convention on the Protection of Children against Sexual Exploitation and Sexual Abuse (“Lanzarote Convention”, CETS 201) states that "The Committee of the Parties shall (...): b) express an opinion on any question concerning the application of this Convention".

Can the Committee of Ministers examine this issue notably through an opinion expressed by the Committee of the Parties as established by the Lanzarote Convention, to which the Netherlands is party, to monitor the implementation of the Convention?
