Re-activation of the Council of Europe Section A. Implementation of Recommendation 358 and Resolution 246 The Assembly, Having regard to Recommendation 358 and Resolution 246 on the re-activation of the Council of Europe, 1. Invites the Bureau of the Assembly to provide for the implementation of Section A, Part II, and Section C of the Recommendation; 2. Invites the Working Party on relations with national Parliaments, national delegations and the Bureau of the Assembly to consider ways and means of implementing the measures recommended in Section B, paragraph 1 of the Resolution; 3. Invites the Secretary-General to report to the Committee on die Budget and Administration and to the Bureau of the Assembly on die application of the provisions recommended in Section D of the Recommendation ; 4. Instructs the Office of the Clerk of the Assembly, on the authority of the President of the Assembly, to follow up the application of proposals furthering the re-activation of the Council of Europe. Section B. Reform of the Secretariat The Assembly, Having adopted Section D of Recommendation 358 on the re-activation of the Council of Europe, which contains certain provisions that concern the staff of the Secretariat and are particularly urgent ; Noting that the Working Party feels it impossible within the time at their disposal to consider in detail the functioning of the Secretariat, or, for lack of sufficient information, to put forward any precise and definite proposals for its reform ; Accepting as a basis for discussion the ideas set forth in the Working Party's report, Instructs the Bureau of the Assembly to set up, by agreement with the Committee of Ministers, a restricted tripartite committee (including representatives of the Assembly, the Committee of Ministers, and the Secretary-General) to consider in detail the structure of the Secretariat and to produce a report submitting to the Assembly and the Committee of Ministers such proposals as it thinks likely to promote the re-activation of the Council of Europe in this sphere. |

Standardisation of fundamental legal concepts in Europe The Assembly instructs its Legal Committee : (i) to continue to study the question of the standardisation of legal concepts in Europe as raised by the Minister of Justice for Austria in his address to the Assembly on 17th May 1962 and to report back to it at its next Session, in particular with regard to the selection of suitable subjects and of devising ways and means whereby the proposals of the Austrian Minister could best be implemented ; (ii) to consider the related problem of the uniform interpretation and application of European Conventions and Agreements and to submit to it within a reasonable period of time concrete proposals for its solution. |

Preservation and development of ancient buildings and historic or artistic sites The Assembly, Having taken note of the report of die Cultural and Scientific Committee on the preservation and development of ancient buildings and historic or artistic sites (Doc. 1570) ; Considering the important part that can be played by private organisations and societies in this field, Instructs die Secretary-General to call a meeting, under the auspices of the Cultural and Scientific Committee, of representatives of private organisations for the preservation and development of ancient buildings and historic or artistic sites, with a view to creating a European Federation of such organisations. |

Atlantic parliamentary relations The Assembly, Recalling its Resolution 241 (1963) on the organisation of parliamentary debates on OECD affairs and its earlier' Recommendations concerning the organisation of ad hoc parliamentary meetings between representatives of OECD countries ; Noting the recent proposal of the Chairman of the Foreign Relations Committee of the United States Senate for the establishment of an Atlantic Assembly of Parliamentarians, Instructs the delegation appointed by the Bureau of the Assembly in pursuance of Resolution 241 to give urgent consideration to this question and to report to the Bureau. |
