Co-ordination of the work of committees concerned with European integration

The Assembly,

1. Considering the motion for a recommendation on harmonising some of the activities of EEC and EFTA (Doc. 2346) referred for report to the Political Affairs Committee and for an opinion to several other committees (References Nos. 664 and 698 of 2 February and 8 July 1968) ;
2. Considering the motion for a resolution on certain measures to enable the Council of Europe to engage in forward-looking activities (Doc. 2401) referred for report to the Committee on Culture and Education and for an opinion to several other committees (References Nos. 688 and 742 of 10 May 1968 and 19 March 1969) ;
3. Considering its Resolution 392 of 13 December 1968 by which it instructed the Political Affairs Committee to carry out a study of the unification of Europe on a federal basis ;
4. Considering the motion for a resolution on a better organisation of the Assembly's work (Doc. 2470) referred to the Special Committee on the Intergovernmental Work Programme of the Council of Europe (Reference No. 729 of 27 January 1969) ;
5. Considering the Committee of Ministers' reply to its Recommendation 516 (1968) on the function and future of the Council of Europe contained in the Communication of 10 January 1969 (Doc. 2495) and referred to the Special Committee on the Intergovernmental Work Programme of the Council of Europe (Reference No. 728 of 27 January 1969) ;
6. Considering its Order No. 284 of 31 January 1969 instructing the competent committees to study ways and means of achieving harmonisation in the economic, political, legal, social and scientific fields in Europe ;
7. Bearing in mind the decision taken by the Standing Committee on 10 July 1969 to refer the motion for a recommendation on co-ordination of European economic policy (Doc. 2584) to the Committee on Economic Affairs and Development ;
8. Believing that it would be unfortunate if the work entrusted to various committees by the resolutions, orders and references mentioned above were carried out piecemeal without a common guide-line,
9. Instructs the Political Affairs Committee, in pursuance of the mandate assigned to it by Resolution 392, to table, before the opening of the 22nd Session, a report on political developments in Europe, the present outlook for unification and the role which might devolve upon the Council of Europe ;
10. Instructs the Committee on Economic Affairs and Development, the Committee on Social and Health Questions, the Legal Affairs Committee, the Committee on Culture and Education, the Committee on Science and Technology, the Committee on Regional Planning and Local Authorities, the Committee on Agriculture and the Special Committee on the Intergovernmental Work Programme of the Council of Europe to suspend any work already undertaken in pursuance of the aforementioned texts until such time as the Assembly has debated the Political Affairs Committee's report ; those orders and references which still remain applicable will then be reconsidered by the committees concerned taking the conclusions of the Assembly as their starting point for the preparation of their own specialised reports.
