The Assembly,

1. Instructs the Political Affairs Committee and other competent committees to study pre-conditions for the establishment in Latin America of a Europe-Latin America University in response to the wish expressed by Latin-American parliamentarians, and to start by European endowments in Latin-American universities of lectureships dealing with European studies and scholarships for studies at European univer sities for mature Latin-American students ;

2. Instructs the Bureau of the Assembly, which is responsible for maintaining relations between the Council of Europe and the Latin-American Parliament, to arrange, on the occasion of a Round Table to prepare the next debate on development aid or on any other occasion whose organisation devolves upon it, a meeting with the responsible persons in the Latin-American Parliament, to study subjects and methods likely to ensure effective co-operation between the member states of the Council of Europe and the states and integration organisations in Latin America.
