European network of trunk communication and the Channel Tunnel

The Assembly,
1. Having regard to Section 8. a of the explanatory memorandum of the report of its Committee on Regional Planning and Local Authorities on the texts adopted by the 10th Session of the European Conference of Local Authorities (
Doc. 3544), concerning
Opinion No. 19 (1974) adopted by that conference ;
2. Noting the United Kingdom Government's decision to discontinue the construction of the Channel Tunnel ;
3. Referring to its previous statements, in particular those made in 1971 in
Recommendation 631 and
Resolution 471, on the organisation of a European network of trunk communications as a part of European regional planning,
4. Instructs its Committee on Regional Planning and Local Authorities to prepare, as soon as possible, a new report on the present state of the European network of trunk communications, its recent developments and future prospects, especially in the light of the energy crisis ;
5. Instructs this committee to give particular consideration in its report to the effect that the decision to discontinue the construction of the Channel Tunnel will have on the coherence of the European network of trunk communications, and to seek ways of remedying the situation created by that decision, so that work can continue on this major project, financed if necessary on a Europe-wide scale.
