The Assembly,
1. Referring to its Recommendation 1112 (1989) on East-West co-operation at the close of the twentieth century (General policy of the Council of Europe), in which it stated its readiness to support efforts by other regions of the world to further democracy and human rights ;
2. Recalling the objectives of the Strasbourg Conference on Parliamentary Democracy,
3. Instructs its Political Affairs Committee, its Legal Affairs Committee and its Committee on Migration, Refugees and Demography to set up a joint sub-committee to be present, as an observer, during the elections scheduled for 14 December 1989 in Chile, so as to establish that the electoral operations are in order, endorse Chile's transition to democratic government and report back to the Assembly with all dispatch.
